Method: 1

Method: 2 

Run from the Start menu, click >>. Enter the type gpedit.msc. 

>> The Group Policy Editor will open. Now, Local Computer Policy >> Computer Configuration >> Administrative Templates >> Network >> QOS Packet Scheduler >> Limit Reservable Bandwidth go. 

Double-click on >> Limit Reservable bandwidth. It will be not configure. 

Select and click ENABLE >> Now, now entering Bandwidth limit% to 0 days to go. 

Get out of >> OK. 

0% the speed of your computer >> now do not have a reservation. 

Particular note here is that, in the meantime, you may increase the speed of the internet through different software. The Internet speed is slow, but a lot of PCs increases. But now it will not anymore. Another words, these methods may not work the same way in all.
